CCREC operated under a distributed leadership model. University of California Academic Senate faculty members served on CCREC's Governance Council for 1-2 year terms. Members of the national Advisory Board, which included Community Leaders and Publically-Engaged scholars, provided strategic guidance for the Center. The Center's daily operations and research projects were coordinated and conducted by the CCREC Staff.

CCREC Fellows included community-engaged faculty at the University of California working at the intersections of the core areas of CCREC’s concerns: economy, education, employment, environment, food systems, housing, and public health. Affiliated Researchers included community-engaged scholars beyond the UC network, as well as graduate students.

Various California-based community organizations were Affiliated Organizations.
